Earmarking Defined

Occurs when a contributor writes a check to, for example, the Democratic National Committee in response to a solicitation and designates through a notation on the check the name of a candidate for whom the contribution is intended. In this case, the DNC acts as a "conduit" and must identity the contribution and the contributor in federal disclosure reports. See also "Conduit."
